Европейское региональное бюро ВОЗ и Long COVID Europe, европейская сеть ассоциаций пациентов с постковидным синдромом, представляющая 19 стран, организовали параллельное мероприятие «Меры реагирования систем здравоохранения в связи с постковидным синдромом», которое состоялось 13 сентября 2022 г. в период проведения 72-й сессии Европейского регионального комитета ВОЗ в Тель-Авиве, Израиль.

Health systems response to post COVID-19 condition: report of side event, 13 September 2022, 72nd session of the WHO Regional Committee for Europe in Tel Aviv, Israel

The WHO Regional Office for Europe and Long COVID Europe, the European network of Long COVID patient associations representing 19 countries, organized a side event on Health systems response to post COVID-19 condition on 13 September 2022 during the 72nd session of the WHO Regional Committee for Europe in Tel Aviv, Israel.

Transitioning the COVID-19 response in the WHO African region: a proposed framework for rethinking and rebuilding health systems.

The onset of the pandemic revealed the health system inequities and inadequate preparedness, especially in the African continent. Over the past months, African countries have ensured optimum pandemic response. However, there is still a need to build further resilient health systems that enhance response and transition from the acute phase of the pandemic to the recovery interpandemic/preparedness phase. Guided by the lessons learnt in the response and plausible pandemic scenarios, the WHO Regional Office for Africa has envisioned a transition framework that will optimise the response and enhance preparedness for future public health emergencies. The framework encompasses maintaining and consolidating the current response capacity but with a view to learning and reshaping them by harnessing the power of science, data and digital technologies, and research innovations. In addition, the framework reorients the health system towards primary healthcare and integrates response into routine care based on best practices/health system interventions. These elements are significant in building a resilient health system capable of addressing more effectively and more effectively future public health crises, all while maintaining an optimal level of essential public health functions. The key elements of the framework are possible with countries following three principles: equity (the protection of all vulnerable populations with no one left behind), inclusiveness (full engagement, equal participation, leadership, decision-making and ownership of all stakeholders using a multisectoral and transdisciplinary, One Health approach), and coherence (to reduce the fragmentation, competition and duplication and promote logical, consistent programmes aligned with international instruments).

Совещание высокого уровня: от сбоев в работе к улучшению результатов работы – стратегии, способствующие восстановлению служб здравоохранения. Совещание в виртуальном формате, организованное Европейским региональным бюро ВОЗ, 15 ноября 2021 г.

Участники совещания высокого уровня рассмотрели вопросы жизнестойкости систем здравоохранения и стратегии, направленные на устранение задержек в медицинском обслуживании, образовавшихся в Европейском регионе ВОЗ в период пандемии COVID-19. На совещании также был официально представлен доклад под названием Health systems resilience during COVID-19: lessons for building back better [Жизнестойкость систем здравоохранения в период пандемии COVID-19: важные уроки для восстановления и улучшения]. Представители государств–членов и региональных бюро ВОЗ сообщили о том, что по-прежнему существуют сбои в предоставлении многих основных медицинских услуг, в результате чего образуются длинные списки очередников. К числу наиболее распространенных мер, предпринимаемых странами для решения данной проблемы, относится перепрофилирование служб, наем медицинского персонала, укрепление партнерских отношений между государственным и частным сектором и внедрение решений в области цифрового здравоохранения. Участники совещания пришли к выводу, что мероприятия по восстановлению медицинского обслуживания должны проводиться с учетом особенностей местных систем здравоохранения, контекста и проблематики. Немедленные первоочередные действия, направленные на устранение сбоев в оказании медицинских услуг и их адаптацию, а также на восстановление систем здравоохранения в Регионе, должны осуществляться с акцентом на повышение потенциала медицинского персонала, более активное применение технологий цифрового здравоохранения и укрепление.

High-level meeting on health systems resilience: from disruption to delivering better – strategies to promote health services recovery: a virtual meeting hosted by the WHO Regional Office for Europe, 15 November 2021

This high-level meeting addressed health systems resilience and strategies for tackling the backlogs of health services accumulated during the COVID-19 pandemic in the WHO European Region. It also marked the launch of the report Health systems resilience during COVID-19: lessons for building back better. Representatives of Member States and WHO regional offices reported that many essential health services remain disrupted, with long and growing waiting lists. Common interventions in countries include repurposing facilities, recruiting medical staff, improving partnerships between public and private actors, and implementing digital health solutions. The meeting concluded that interventions to rebuild health services should be adapted to specific local health system features, contexts and challenges. Immediate priority actions to address health services transformation and adaptation and health systems recovery throughout the Region should focus on increasing health workforce capacities; scaling up digital health interventions; and strengthening primary health care structures, primarily for mental health and social care.
